| Federal law allows the CIA
director to bring as many as 100 defectors a year into the country and to
grant them immediate citizenship. The CIA takes care of several hundred
past defectors--the exact number is a secret. All defectors sign secret
contracts providing them with resettlement benefits that can include
lump-sum payments, annual stipends and help with health insurance, housing
and education.
